Advise the Principal’s Authorised Person should advice be received that the Electricity Distributor requires an easement be created or a lease granted for the Distributor’s assets.

The scope of this contract includes payment by the Contractor of all costs for electricity supply, including all monopoly costs and fees together with the costs of all contestable works.

It will be stated in the Electrical Services trade section of this specification if the electrical design process has already included network analysis, payment of monopoly fees or design of electricity supply.

Note: Meet all charges payable to the Electrical Distributors for temporary supply and inspection/testing of the installation.”

1.6 Certification of Compliance with Building and Fire Regulations (Minor Works Contracts)

1.7 Dangerous Goods Licence, LPG Storage

GUIDE NOTE: A Dangerous Goods Licence is required for LPG storage of 300 kg (liquid) or more if connected for use or 150 kg or more if not connected for use. The building contractor is to obtain the licence for Department of Education.

SITE PLAN: at 1 : 1000 or 1 : 500 scale, as appropriate, showing: all survey information, contours (existing and proposed), existing features; services point-of-entry, Site entries; roads, paths and paving, play area(s), builder's area(s), demountable locations, new building(s) locations with set-out dimensioning, school sign location; and Key and/or Legend relating to this information. This may also include the layout and details for the school sign.

SITE WORKS/HARD LANDSCAPING: at 1 : 200 scale, showing: all buildings in outline with FFLs of Ground Floor(s), contours, surrounding levels to buildings; Site drainage treatment (falls and direction); locations and dimensions of paths, paving, roads, bus lay-bys, garbage pads, meter boxes, planter beds; paving finishes/marking/colouring; and Key and/or Legend relating to this information.

Final working drawings are to be suitable for production of work-as-executed drawings, microfilming and readable when processed in an A2 sheet format.

Provide a specification in NATSPEC format in the same typeface throughout with front-to-back numerical clause index.

Electrical Services Documents

Produce final design calculations including maximum demand, voltage drop and lighting calculations.

Produce the following construction drawings:

List of Symbols
Site Plan (1 : 500) and Reticulation Schedule
Single line diagrams for main switchboard, distribution boards and control systems
Light and fan layouts including circuitry for all Blocks
Power and space heater layouts including circuitry,
Communication and security systems layouts for each Block including circuitry
Miscellaneous details such as control and block diagrams, fixing details, control panel layouts, sections, showing mounting heights

LIAISON WITH AUTHORITIES: Make early submission to the Electrical Supply Authority to determine their requirements that may affect the project. Any amount payable to the Supply Authority for equipment or mains augmentation will be paid by the principal.

Note: Meet all charges payable to the local Supply Authority for temporary supply and routine testing.

Hydraulic Services Documents

Produce the following Hydraulic drawings to effectively present:

Major pipe runs indicating control valves, meters and access pits and connections to existing services
Reticulation indicating materials, pipe sizes, control valves, fixtures and taps
Diagrammatic presentation of hydraulic services in axonometric form
Construction details of pits, inspection opening, valves etc.
Provide a schedule of fixtures and fittings with brand names, model numbers etc.
Provide a specification in NATSPEC format in the same typeface throughout with front-to-back numerical clause index.

Mechanical Services Documents

Produce mechanical drawings to effectively present:

Major duct runs indicating materials, and duct sizes
Location and size of plant
Acoustic insulation to be provided
Penetrations louvre and grille sizes
Provide a schedule of fixtures and fittings with brand names, model numbers etc
Provide a specification in NATSPEC format in the same typeface throughout with front-to-back numerical clause index.

Lift Services Documents

Produce the following shop drawings to effectively present:

Equipment layout in well
Car superstructure
Control panels and indicators
Loadings in pit and well.

Landscape Design Documents

Documentation must comprise final construction drawings to be used in conjunction with a technical specification in current NATSPEC format. The consultant must visit the Site and familiarise themselves with the specific Site conditions prior to documentation.

Produce the following final construction drawings:

Plans at 1:500 showing the overall Site and 1:200 as appropriate for detail of main built areas
Construction and planting details at 1:20 or 1:10 as applicable

Plans must show:

Existing and proposed contours at 0.5m intervals
Surface and edge treatments of documented areas
Position, number, species and container size of proposed plantings
Extent of areas to be turfed
Drainage swales as required
Existing trees to be retained, accurately located and drawn to scale with canopy size indicated and all tree protection measures necessary to ensure the survival of trees to be retained.
Location of hosetaps.

5.1 Site Access and Limitations (GC21 Contracts)

Construction access to the Site on the School property and on the Council’s property, must be in accordance with Council’s requirements.
Provide temporary construction security fences around the entire Site. Provide gates as required. Remove gates and fences at Completion.
Erect temporary tree protection fences prior to commencement of bulk earthworks or any works near the trees to be preserved.
Remove temporary construction fences and hoardings and reinstate Council’s footpaths, gutters and roads at temporary access points prior to Completion, to Council’s requirements.
Negotiate any access required to the Council’s property with the Principal and the Council.”

5.2 Occupied Premises (GC21 Contracts)

Access and Egress

Access to the Site must be to the Council’s requirements.

Egress to occupied buildings to be maintained in compliance with the BCA.

At all times provide safe and required egress to occupied premises, including facilities which may be used outside school hours. The Contractor must not impede access to, egress from or usage of premises occupied by the Principal or persons authorised by the Principal. Cooperate with the School Principal to keep disruption to a minimum.

Working Hours/ Functioning of the School

Provide a separate detailed program for work which may disrupt the functioning of the school, for agreement with the Principal and the School Principal, including, but not limited to the following:

Interruptions to access and egress from occupied buildings
Interruptions to School functions particularly examinations
Demolition and cutting of services to occupied buildings
Work outside the contractor’s fence on School property

Carry out work affecting the access to and egress from occupied buildings outside school hours or at times agreed with the Principal and the School Principal.

When carrying out work affecting the access to and egress from occupied buildings ensure the buildings are unoccupied; maintain egress in accordance with the BCA.

Program noisy work to be carried out outside examination periods.

Working hours for work under the contract
Carry out demolition work, jack-hammering, compressor work, scabbling or grit blasting at times agreed with the Principal and the School Principal.

Site Management
For visits, inspections and work to be carried out, outside the Contractor’s Temporary Security Fence, the Contractor and their agents or representatives must present themselves to the school administration, show identification that confirms their association with the project and the purpose of the visit and comply with any instruction given by the school staff.

Do not park vehicles associated with the works outside the Contractor’s Temporary Security Fence.

Do not use the School Canteen, Toilets and Change rooms and any other area outside the Contractor’s Temporary Security Fence.

On completion of the work make good the paving, grass, or any other surfaces of the Contactor’s Areas to match the condition immediately prior to the commencement of the Contract.

5.3 Occupational Health and Safety Management (All Contracts)

5.5 Environmental Management

Environmental Management Plan
The contractor must prepare a site specific Environmental Management Plan that must comply with the NSW Government Environmental Management Systems Guidelines (EMS Guidelines), available on the Internet at:

5.6 Temporary Services Provided by the Principal (GC21 Contracts)

Temporary Services Provided by the Principal
If required, connect temporary water and electricity lines for the contract works to the School’s supplies. Make the connection at a time agreed with the School (through the Authorised Person) so that the operations of the School are not disrupted.

Install a meter at the connection points so that all water and electricity for the contract works can be recorded and the School reimbursed for the water and power used. Bear all costs of installation and usage.

Meter water and electricity consumed throughout the works and coordinate with and reimburse the School for utilities used.”

MATERIALS AND WORKMANSHIP (GC21 CONTRACTS)

6.1 Restricted Materials

Restricted Materials

The restricted items listed below must not to be used in school building projects. Project specification text should include the following restrictions.

Refer to appropriate sections of the EFSG Specification and NATSPEC.

Paints to have no lead: All paints, including primers, undercoats and finishing paints, are to have no lead content.
Clear film-forming plastic for external timber or internally where direct sun rays fall are not to be used because of the breakdown of clear polyurethane, when subjected to ultraviolet radiation.
Flat or low gloss paints: Do not use flat or low gloss paints on walls or any other surfaces due to maintenance problems.
Australian Indigenous Timber Species are to be specified wherever practicable, with due regard to suitability of use and location, in preference to imported timber species, in accordance with government policy.
Rainforest Timbers: Rainforest Timber Species are not to be used in school construction projects unless grown in plantations.
Herbicides 2 - 4 - 5 - T and 2 - 4 totally banned from use on school premises.
Removal of Bush Stone for landscaping or similar purposes because of the environmental aspects involved is to be avoided.
Loose Aggregate in Landscaping is considered dangerous and encourages vandalism and is not to be used.
Chemical Ground Treatment against Termites must not be used.
Combustible cladding is not to be used.

6.2 Common Materials and Workmanship Problems (GC21 Contracts)

Common Materials and Workmanship Problems

Ensure the following materials and workmanship problems experienced in previous contracts are avoided in this contract:

Bird nuisance; avoid including roosting and nesting opportunities in the building fabric. As schools can provide sources of food, pest birds are often attracted to the environs and will establish themselves if given the opportunity.
Water puddling due to incorrect falls or poorly laid paving.
Moisture on paving; Avoid roof water down pipe run off running across paved areas to drains. This can result in dangerous mossy patches on paving fed by rain water run-off and the significant amount of condensation which may form on large metal roofs creating permanent damp patches on paving.
Stroboscopic effects; caused by incorrect relationships between suspended ceiling fans positioned below skylights and electric lights.
Delamination of wall pin boards; typically caused by fabrication that has not followed the EFSG Specification Guide requirements.
Window and door furniture; correct items supplied but incorrectly fitted.
Substitution of items; non-conforming items substituted for specified items.
Carpet installation problems; Carpet, installation, underlay/underfelt and accessories have not been sourced from one of the listed preferred subcontractors or selected subcontractors stated in the EFSG Specification (mandatory requirement).
Resilient flooring installation problems; supply and installation of resilient flooring has not been sourced from one of the listed preferred subcontractors or selected subcontractors stated in the EFSG Specification (mandatory requirement).”
