
All new facilities must meet current Deemed to Satisfy Provisions of the National Construction Code (NCC) and the associated standards (AS1428.1, AS1428.2 & AS1428.4).
It is acknowledged that existing schools may not be able to provide this level of access. Where upgrading of the facilities are undertaken, access for disabled persons is to be provided based on the following principles.

The provision of access for people with disabilities is regulated by the Disability (Access to Premises-Buildings) Standards under the Disability Discrimination Act, the National Construction Code (NCC) and the Australian Standards (AS) referenced therein. In broad terms, the regulations require disabled access to be provided for a school (class 9b building) –“To and within all areas normally used by the occupants and the public.”

Where access is considered not practicable or appropriate a deemed to comply alternative solution endorsed by a qualified access consultant will be required.
Generally AS 1428.1 is the minimum design standard for access and mobility. However, it is DoE’s policy that any enhanced requirements noted in AS 1428.2 be incorporated in any new design.

As a minimum, the design of walkways, corridors and ramps must comply with the NCC and AS1428.1. However, note that DoE have enhanced circulation requirements as noted below and in DG / CIRCULATION
